The development of modern Tianjin city consists of two separate parts, development of the foreign concessions and development of the Chinese district.From the establishment of English concession after the second opium war in 1860 to the abolishment of foreign concessions in 1945, the foreign concessions of Tianjin had been developed for 85 years. Most of the new technics and new things of modern times firstly occurred in these foreign concessions. The modern urban construction management mode was first brought up by these foreign concessions too. The English concession of Tianjin followed the public concession of Shanghai, founding the municipal committee to supervise urban construction. The engineering department of the municipal committee was in charge of land consolidation, land development, municipal construction and construction management.The Chinese district of modern Tianjin was ruled by several governments. The Tientsin Provisional Government applied management mode of the foreign concessions to the management of Chinese district. The public engineering department of The Tientsin Provisional Government was the first modern urban construction management department in the Chinese district. Yuan Shikai followed the management mode of The Tientsin Provisional Government. Urban construction was also in the charge of the engineering department. During reign of the Beiyang Government, the engineering department was supervised by the police department. Urban construction was under supervision of the police department. The government of the Republic of China formed public affairs department to supervise the urban construction. During World War II, urban construction was under the supervision of the Japanese government. After the war, urban construction mode returned to the Republic of China mode.This article describes the urban construction management of both the foreign concessions and the Chinese district, reveals the public construction project in every times, analyses the principles and laws of land development and buildings.
