A Research On The Municipal Construction And Management In Xi’an During The Anti-Japanese War (1932-1945)

The construction and management of Xi’an Municipal Government during the Anti-Japanese War was an important process in the history of Xi’an Municipal Development.After the "September 18 th Incident" in 1931,in view of the fall of the Northeast,the Nanjing National Government emphasized that the Northwest should be used as a national rejuvenation base,and put forward many resolutions to develop the Northwest.On January 28 of the following year,the Japanese army invaded Shanghai.In the face of the loss of the Northeast,East China was gradually invaded by the Japanese army.How to avoid the Japanese army’s violent coercion became a major issue of national concern.To this end,at the Second Plenary Session of the Fourth KMT,a resolution was adopted specifically with Xi’an as the supporting capital,and started to build Xi’an.Under the call of "developing the northwest" and the concept of "accompanying the capital",Xi’an has carried out a series of municipal construction and management activities.First,this article briefly describes the physical geography,historical changes,and cities of Xi’an The historical evolution of the development,and based on this,expounded the two main reasons for the development of Xi’an municipal construction and management during the War of Resistance Against Japan,including the idea of the National Government’s development of the Northwest and the construction of the Xi’an auxiliary capital;Urban survey,land planning as the starting point,analyze the basic sketches of Xi’an municipal construction and management during the Anti-Japanese War;and finally start with the content and management of municipal construction to restore the construction and management of suburban roads,the construction of urban water conservancy projects and the improvement of urban sanitation,The maintenance and protection of historical sites,the basic content of urban greening management,and urban building management.During the Anti-Japanese War,the National Government vigorously promoted the construction of Xi’an Municipal Government,which greatly improved the city’s road conditions and environmental sanitation.However,due to the impact of wars,shortage of funds,and poor public awareness of protection,many municipal construction andmanagement work has not yet been carried out.Therefore,the overall municipal performance is limited,but it still has a profound impact on the improvement of the quality of life of urban residents and the development of the industrial and commercial economy.
