The Study On The Peculiar Administrative System Of The Liberation War Period

During the war of liberation,the liberated area is expanding promptly with the war's getting victory. On one hand, the Revolutionary War victory developing and the liberated area's expanding require that Party and the government reach the unification on administration system as far as possible. On the other hand, since entire liberated area range is extensive, all localities liberates at different time and develops in an imbalance way, everywhere has shown extremely complicated difference and self's particularity , all of this above make it impossible to put unified administration system into practice everywhere within a short time .As a result, The Communist Party of China have founded the peculiar administrative system which include Military control system and The system of regional autonomy in areas inhabited by ethnic minorities control in that peculiar time and peculiar environment.On the foundation of having collected massive that day's publications and documents which related with the peculiar administrative area system, this paper firstly elaborate the military control system and its foundation, make a systematic and detailed inspection and analysis by choosing Peking , Shanghai , three Changsha cities as example analysis, then point out the characteristic of it. Secondly, this paper elaborate the system of regional autonomy in areas inhabited by ethnic minorities and its foundation and choose Inner Mongolia Autonomous Region as an example, make a systematic and detailed inspection and analysis to it, point out its characteristic. In the end, adopting the method of history and reality unified, this paper has proven the historical situation of the greater administrative area system during the liberation war on the basis of a relatively clear inspection to the peculiar administrative areas that once established in Chinese history. Combining theory with practice and taking warning from history and this paper discusses the system's precious historical experience and its reality enlightenment to the development and perfection of nowadays administrative system construction.
