On The Customs Broker Of Guangxi In Modern Times

This thesis mainly focuses on the roles that the customs broker plays on the foreign economic relations of Guangxi which is located in the southwest of China. Since the modern times, Guangxi has become one of the forward positions to contact the outside world, resulting in many new social elements. Customs broker came into being with the development of customs. This essay centers on the following five aspects, aiming at discussing the exploration of Guangxi Frontier from a new angle, thus further understanding the zone economy.Firstly, it focuses on the customs declaration system and types as well as the customs broker business and its staff patterns. The declaration system is thought to be a procedure basis to the import and export cargo and transport means during the declaration .It is also one of effective ways for the customs to supervise the import and export cargo and transport means. The common import and export cargo and transport means are required to follow three declaration ways, of which the special proxy declaration is especially operated by the customs broker. The customs broker business is wide—ranging, however the general ones are the tax payment in the declaration and transportation service. Those who are engaged in the customs broker are mostly the ones who come from the trading ports with the customs broker and the ones from Guangdong with the location advantage over GuangxiSecondly, the customs broker is studied in terms of its emergence .The customs broker is based on the customs while those special regulations in the procedure of the customs declaration led to its emergence. There is no accurate time when the customs broker first came into being in China, but In the 25th year of the Kangxi reign in Qing Dynasty (in 1686), the local officers in Guangdong discussed and decided to open the firms for imported goods, which was the beginning for the customs broker. The modern Chinese customs broker occurred in the Second Opium War. Yuli Store which was set up in Sha street (Changsha Road at present) in 1913 was a token of appearance of the customs broker in Guangxi. The study on the emergency of the customs broker is aimed at developing the foreign economic relations of Guangxi.Thirdly, the development of the customs broker of Guangxi is another issue to be discussed. To begin with, the situation of the three open ports has been presented, and then the area difference of the customs broker in Guangxi is studied through its geographical conditions and economic structure. Besides, some features are found out, which are thought to lead an intermediate position in the Lingnan economic circle in modern times while their influences are not superior to those of the southeast coast areas and the agent business is also ranked in a lower level.Fourthly, it focuses on the interaction between the customs broker and Guangxi's foreign economic relations. The fast, safe and high-quality services enable the agricultural products and artifacts in Guangxi to export to foreign countries quickly, which can stimulate the development of the commerce and further improve the economic structure of modern Guangxi. The emergence and development of the customs broker accelerates the circulation of the import and export goods, which sets up the bridge for the foreign economic relations and contributes to the development of foreign trade.Lastly, it mainly concentrates on that the customs broker in Guangxi is functioned as a new element in foreign economic relations. Once some industry appears, it will play an important part in the economic, so will the customs broker. The customs broker contributes to the development of the warehousing industry, transport and agriculture. What's more, it causes the commercial network formation and development, which brings the commerce to a new stage and fosters the integration of the national economy.
