On The Ethical Responsibility Of Scientific And Technical Staff

The main body of technology is scientific and technical staff, the ethics during the application of scientific and technical achievements is closely connected with scientific and technical staff .Having professionally mastered scientific and technical knowledge, they can foresee the possible prospect of the application of scientific knowledge more accurately and comprehensively than others.They have the responsibility to assess the scientific prediction of both positive and negative effects. Hence, scientific and Technical staff should enhance the awareness of ethics in science and technology activities, carry out the corresponding ethical responsibility and dedicate to their jobs with the scientific conscience.The article includes three parts.The first part is to define the ethical responsibility, analyze its traditional and modern meaning, and explore the reasons that the ethical responsibilities of scientists and technicians. The direct causes and the indirect cause are mentioned here. The direct causes are as follows: First, Causality. Because the behavior of scientist and technician always influences the whole world. Secondly, controllability. Scientific and technical staff can manipulate technical activities. Thirdly, predictability. In a certain extent, scientific and technical staff can predict the consequences and arrange the process by their free will. The indirect causes are listing as: Fist, science and technology become the powerful strength, showing the repelling ethics inclination. Secondly, the negative aspect of science and technology appears, urging the ethics norm. Thirdly, the expert role diversifies, taking on significant community responsibility.The second part examines the ethical responsibility of scientific and technical staff. It divides the scientific and technical staff into three categories. First, the organizers and managers of scientific activities. Secondly, researchers and inventors which can be subdivided into 3 parts: single part, professional community and technical community. Thirdly, the promoters. Then the thesis focuses on the responsibility of the scientific and technical staff in the course of the science and technology activities. It has 3 branches. First, the ethical responsibility at the point of selecting and establishing scientific research topics. Moreover, ethical responsibility in the process of researching and developing projects. Furthermore, ethical responsibility during the course of application of scientific and technical achievements.The third part discusses the system establishment of ethical responsibility upon scientific and technical staff, it probes deeper into enhancement of the awareness of the ethical responsibility, and puts forward a number of measures and countermeasures. The measures and countermeasures are as follows: first, to reinforce the popularization of scientific and technical ethics and improve the ethical quality. Second, to strengthen legislation and legal supervision. Third, to create the ethics matching mechanisms of science and technology activities. Fourth, to establish ethical supervising system so as to ensure the implementation of scientific and technical staff ethical responsibility. To this point in detail, several measures are suggested below. First, to set up a special organization to conduct ethical review of scientific and technical activities. Second, to establish a hearings system of ethics in point of the establishment of major projects and the application of scientific and technological achievements, in order to let the public know the would-be ethical problems and raise public awareness of the involvement and supervision. Third, create a "green channel" among the top leadership, decision-makers, scientists, social science experts to let the decision makers familiarize with the situation and make a correct judgment at any time.
