Certain ideology reflexes the ideas and form of a certain society politics and economics; it also would influence the specific person of the society. The opium war opened the curtain of Chinese modern history. Against a background of changed Sino---Western relations, lots of outstanding theologies and diplomatists came into being. Xue Fu-cheng was just one of them. Xue Fu-cheng, also called Xue Shu-yun or Xue Yong-an, was born in Wuxi city of Jiangsu province, and left many scripts when he deceased. He was a famous initial reformer and one of the four diplomatist elites in late Qing dynasty. Xue Fucheng studied hard during his youth and formed the great ambition of "supporting the nation in hard times and rectifying the destiny of the people" under the thoughts of "putting capabilities of administering the state affairs into goodness of the society". Then he started to explore the ways of saving the people and the nation. Since he had served for twenty years as an aide to the officials such as Zeng Guofan and Li Hongzhang who were advocates of the westernization movement of the late Qing Dynasty, and since he had the experience of serving as a diplomat in the four countries such as Britain, France, Italy and Belgium for four years. All of that made him own rich thoughts about defecting overseas Chinese. Xue's thoughts on overseas Chinese sprouted during in Zeng Guofan and Li Hongzhang'office, especially in Li', However, Xue's thouhts on overseas Chinese gradually formed when he went abroad from 1890—1894, and the thoughts shaped up when he finished his article Please canceling the former maritime laws and appealing the overseas Chinese, In this article, he refers that it was inheritable to canceling the former laws, he also exposed the purpose and meaning of protecting overseas Chinese. This made him outstand all of his era. This article was taked up by the government; it signed the politics turning up from discriminated overseas Chinese to protecting overseas Chinese. All of began a new period in history.Xue's thoughts on overseas Chinese was a part of his reforming thoughts, and spreaded his"economic was"thoughts. Also, his thoughts reflected Chinese society in late nineteen century, so, it had a big advancing meaning. After succeeding the formers'thoughts, Xue Fucheng gradually formed his own national thoughts on protecting overseas Chinese. He considered overseas Chinese as a part of our nation; it was responsibility for the government to protect them. The contribution made by Xue Fucheng to protect overseas Chinese could not be effaced. Xue's thoughts on overseas Chinese mainly reflects on five aspects: canceling the former maritime laws, defecting the overseas Chinese from politics; receiving the money from the overseas Chinese for the country building; setting up consul to defecting overseas Chinese; guiding people to go abroad for living and trying his best to use diplomacy manners to protect overseas Chinese benefits.
