College English curriculum policy is an important part of China's foreign language education policy.It is not only related to the connotation and status of college English,but also related to the improvement and evaluation of college students' overall English level.Since the reform and opening up,China's college English curriculum policy has undergone five adjustments.What are the motivation mechanism and deep structure of its policy reform?Is there a law behind every policy change?If so,what is the law?It is of special significance to analyze the changing pattern of college English curriculum policy during the forty years of reform and opening up,which is of great value to promote the theoretical study of college English curriculum policy in China and the policy innovation in reality.Taking the reform and opening up as the timeline and adopting the analytical paradigm of historical institutionalism,according to the background of the deep social structure and the characteristics and laws of college English curriculum policies in each period,the historical changes are divided into four stages,namely the recovery and adjustment period(1978-1984),the stable development period(1985-1993),the accelerated development period(1994-2000)and the Pluralistic development period(2001-2018).This paper analyzes the deep structure and the law of its vicissitudes and sorts out its vicissitudes pattern.It is found that the changes of college English curriculum policy have been deeply influenced by the deep social structure in a specific period since the reform and opening up,and the changes show a strong path dependence.Path dependence helps to continue and inherit the existing stability of the policy,but hinders its reform and innovation.The rational choice between policy makers and implementers will affect the formulation of policies and the implementation of the will of policies,resultingin a certain degree of deviation from the implementation of policies.The key to break through or discard path dependence lies in breaking the thinking pattern from the perspective of consciousness and thinking.At the same time,the reference and innovation of policies should consider the "regionality" and "timeliness" of policies,be practical and realistic,conform to the current objective reality,and consider the historical and cultural nature of the policy soil,and formulate supporting policies to ensure and encourage the implementation of college English curriculum policies.
