The AN-LE and ZI-ZAI County attached to LIAODONG DUSI. They are specialized in managing Nvzhen nationality of MING dynasty. They are different from other military government in Liaodong DUSI,and also different from the government of other region.Their initial purpose is to attract and manage Nvzhen nationality. The establishment of the trade market is other reason.They are set up in KaiYuan firstly. In order to strengthen the management of minority of Liaodong Peninsula, ZI-ZAI County moved to LiaoYang in 1443.The people of AN-LE and ZI-ZAI County need to participate in MING dynasty army, and fulfill their obligations. Meantime, they play a business role in the tributary and border trade .Generally speaking, the AN-LE and ZI-ZAI County are closely related to the ethnic policy of MING dynasty. The history of AN-LE and ZI-ZAI County reflects the evolution of ethnic policy of MING dynasty. In the late MING dynasty, more and more HAN nationality people enter into the AN-LE and ZI-ZAI County, the ethnic composition of the AN-LE and ZI-ZAI County has changed. With the KaiYuan and LiaoYang occupied by JIN dynasty, the AN-LE and ZI-ZAI County ended their history mission.
