Chongqing is the biggest municipality directly under the Central Government which has the largest population and management units. In 2006, Chongqing developed "2131 engineering" and it was set to be the test city of the harmonized development in urban and rural areas in 2007. Based on the research of the cinemas in the fourteen districts and counties in Chongqing, namely, Jiangjin, Fuling, Nanchuan, Yongchuan, Tongnan, Tongliang, Hechuan, Dazu, Changshou, Wanzhou, Zhongxian, Beibei and Bishan, this thesis aims to reveal the present situation of cinemas in the districts and counties.Most of the cinemas in the districts and counties of Chongqing are only empty titles. In the highly developed times of cinemas, the ones in the districts and counties seem to get its end. Most cinemas in Chongqing are located in the golden areas while they are in a sharp contrast to the flourishing shops. The conditions are backward both in reconstructed and irrenovated cinemas. Thus fewer people go to the cinema and many have not been there for many years. Some cinemas depend on the whole book of schools and institutions. The cinemas in Chongqing are under the control of movie companies which hinder the developing process because of the historical problems, the system itself and the backward management. Though some cinemas take different measures to change, they seldom find a continuous and reforming way. Due to the development of economy and the saturation of cinemas in the downtown of Chongqing, the movie companies aim to develop the cinemas in districts and counties. In the future, the cinemas in the counties will take on a new look.
