The Study Of Beggars' Problems In Sichuan During Anti-war Period

Beggars have a very long history, coincided with our civilized society. It is a long period of historical phenomenon. During anti-war period, the problem of beggars got more severe because they were effected by the wars and badly damageable weather. Although Sichuan province didn't face to enemy's direct attacks, as a back base area of fighting against Japanese soldiers, since many long-period social problems were accumulated and a great number of refugees emerged, the problem of beggars became unprecedented severe. The increasing of beggars caused many pressure and burdens to society. In order to keep it steady, the governments took a series of new measures for relieving and protecting the beggars then. These measures not only had positive effect (to some extend), but offered some historical experience to deal with beggars. So this thesis attends to do an analysis of the beggars'life and their living style in Sichuan, and on the basis of it , I focus on discussing the reason why the beggars formed as well as what measures Sichuan government had took for relieving them. So that we can learn some beneficial lessons and it can offer useful reference to solve the problem of beggars absolutely in the future. This thesis includes five parts: Introduction: introducing the definition of beggar briefly as well as the distinctions from beggars and rangers, strollers, refugees. And then I look back of the related search achievements and show the significance of my research.Chapter 1: introducing the beggars'life and their living style in Sichuan briefly during anti-war periodChapter 2: discussing why there exited so many beggars in Sichuan during the anti-war period . The discussion starts from the accumulating of social problems since the early of the twentieth century and the practical problems during the war years. And then do a deep analysis of how they became beggars.Chapter 3: a brief statement on the measures took by Sichuan government during the anti-war period. Putting greater emphasis on the analysis of beggars'reform institution in Chengdu, institutions for strollers'and relieving as well as the relieving measures took by the cities and counties in Sichuan.Conclusion: summing up the main ideas of this thesis, analyzing the advantages and disadvantages of the measures in Sichuan province during the war years along with the lessons we should learn in dealing with beggars'problems.
