As an important measure to improve Chinese farmers' moral and character and rich rural's culture life,Chinese rural movie show has always been supported by and thought highly by our government.In the last century,the rural's movie show was very popular.But in the end of the last century the movie show fell down to the valley.The farmers' culture life was influenced badly.The central government has always taken measures to save the situation and published several documentations about movie in 1993,1994,1996,and 2000.From 2000 to 2004 our country has established special fund for "2131 Project "to help to solve the problem of movie show in the poverty zone.The "2131 Project" was started in ChongQing in the year of 2000.In 2006 the Bureau of Finance,the Bureau of Culture Broadcast and the Bureau of Education of ChongQing published a document named The Proposal of HuiMin Project About Rural's Movie Show to raise money for the equipment and allowance.We should do something to recruitment the rural's movie show form much point of view.The number of movie consumer decreased because of the impaction of TV broadcasting.The basement movie company lived a hard life.It was difficult to maintain the normal management by the income of the movie show.In order to survive they asked to carry out the relative documents and this behavior became the civil power.From 1980s every occupation in our rural has taken great progress so as the rural's culture life.But the culture market was still not standard,the speed of the development of the rural's culture life was slow.In order to save the situation our government took many measures about fund and personnel disposition.In the practical operative procedure,the rural's movie show is divided into four parts.First,the central government assign the equipment and copies to city movie company and assign the special purpose fund to the local government.Second,the relevant authorities of city movie company and every country government assign the equipment and copies on the basis of different condition.Third,every country movie company set up the lattice of movie show by themselves.The last step is to receive the project fund by the receipt card.From the investigation we know that the key point of this project is the fund and the personnel.As two parts of this project the movie show for the students and for the farmers both of them made progress but there are still some problems such as the short of the copies and the fund is no way to carry out.This article summarized nine problems about the HuiMin Project.The first problem is the social effects and the economic returns.The first principle is to insist on the social effects.The second problem is generally existed.It is the deficiency of the copies.The equipment is too heavy.The third one is the identity of the old movie showers.This problem has direct relationship with the economic profit of the old movie showers.The fourth one is the problem of the match foundation institution.The main problem is the building of the country road.The fifth one is the problem of cooperation among the different culture departments.The HuiMin Project.is a great project to rich farmers' culture life. Besides the cooperation among the culture departments it also needs the cooperation with other departments.But in fact the TV broadcasting made great negative effects on the movie because of the deficiency of the cooperation.Many movies were broadcasted repeatedly on the TV so there was no one to see the film when the movie showers set up the equipment.The sixth one is the problem of the supervision of the HuiMin Project.Our government invest much to the project.The corruption would appear if there were no powerful supervision.The seventh one is the problem that we should try our best to reduce the executive element.The HuiMin Project.is a work of group.It needs the cooperation to complete.But it doesn't mean that work could be done better if there were more people.It is obvious.We can see from the economic angle that the more element the more cost.The direct consequence is to reduce the allowance of the showers.Their attitude to the work should be effected.The eighth one is the problem that the amount of the show shoule be defined more active.It means to put together the amount of the show of some months on the precondition that the total amount for one year keep invariably.This advice is raised according to the weather condition of different zone.We could save the cost and make convenience to the farmers.The ninth one is the problem that the movie show have several combing sites.
