For decades after the war, the International Political Studies has dramatic changes, especially after the Cold War. It is not enough to analyze according to the traditional powers and interests theory, because their explanation to the post-Cold War international relations is diminishing, but culture, discipline, identity come out successfully, which was introduced to the international political and theoretical research, was to explore the act of state, foreign policy, international security, international cooperation, etc. provide a very effective analysis perspective. The most prominent theory is manifested by the international political and cultural sociology to agree on the broad rise. Their common feature is the recognition of the international community under the premise of material structure, with emphasis on the cultural traditions, values and a code of conduct for the social fabric of the country's decisive impact on the behavior, and focus on between actors and the social structure of the interaction, which acts through the benign interaction the form can agree to construct a cooperative relationship and to the people the concept of cooperation.After 40 years of development, ASEAN now has 10 member countries, which as the largest developing countries in regional and international organizations. During these years,"ASEAN Way"has experienced continuous exploration, summary in an internal form of a very unique dialogue and cooperation principles, decision-making and behavior, diplomatic and security culture collectively, it is the ASEAN countries who deal with the issue of regional security in Southeast Asia generally follow the basic principles and policies, and stressed that members of the dialogue and consultation, patience, progressive, pragmatism and consensus, the traditional formal collective security mechanism and the approach of a cautious attitude. It is not only maintained for a full diversity of this region, but also play an active role. Although the ASEAN approach emphasizes the informal nature, any resolution adopted by the ASEAN is not legally binding, but still consciously abide by the ASEAN member countries adopted the ASEAN agreement, as well as relevant regulations, the reason is that they Interactive practice in the"ASEAN way"agree with the positive result of the ASEAN member countries to make non-interference in internal affairs and abide by the principle of equal consultation, and cooperation in the peaceful settlement of disputes, deal with contradictions. Among the 40 ASEAN member countries there was no military conflict rather than continue to maintain a good momentum of development, which is the embodied ASEAN cultural identity.This paper attempts to draw on the concept of constructivism and analytical framework, prominent cultural identity to promote inter-country cooperation in the role. History and reality through a comparative study to explore the history of ASEAN cultural identity and the evolution of causes, in the ASEAN cultural identity of the formation and development of the position and role, as well as cultural identity of the concrete manifestation of the "ASEAN Way" connotation, further pointed out that China and ASEAN to strengthen cultural cooperation between China and ASEAN for the consolidation of the fruits of development, and promote China for further development of ASEAN relations, and create peace and stability in our surrounding environment, and even the building of a harmonious Asia has certainly practical significance.
