Study On The Role Of Government In The Transformation And Upgrading Of Stone Carving Industry In Hui'an County Of Fujian Province

Stone carving industry is the pillar industry of Hui'an County,Fujian Province.However,this industry is now facing the development dilemma of internal and external troubles,such as the sluggish international market,market competition disorder,industry scale out of control,weak awareness of product innovation and lack of labor force,especially professional talents.Therefore,how to effectively solve the development problems,break through the bottleneck,tap the potential,give full play to the responsibilities of all parties to form a joint effort,to achieve industrial transformation and upgrading,has become the key issues to be solved at this stage of Hui'an stone carving industry.On the basis of classifying,summarizing and combing the relevant theories of industrial transformation and upgrading at home and abroad,this paper analyzes the present situation of the transformation and upgrading of stone carving industry and concludes the necessity and urgency of industrial transformation and upgrading through investigating the participation of the government,industry associations and enterprises in the transformation and upgrading of Hui'an stone carving industry.Through stakeholder theory,this paper analyzes the conflicts of interest among stakeholders such as the government,trade associations and enterprises in the transformation and upgrading of the stone carving industry.The effect of the government in promoting the transformation and upgrading of the stone carving industry is not obvious.The self-interest tendency of the stakeholders and the insufficient thrust of policy communication and coordination lead to the conclusion that the government's role in the transformation and upgrading of the stone carving industry should be optimized.On this basis,the transformation and upgrading strategy of the stakeholders in the transformation and upgrading of the stone carving industry should be put forward,that is,the government's macro-guidance and the condition guarantee of production.Industry transformation and upgrading,promote enterprise innovation industry transformation and upgrading,assist industry associations to promote industrial transformation and upgrading.
