With the development of society, the tourist demand and consumption patterns of culture is changing. Nowadays culture connotation is becoming the most important element in the tourist activity, so we should go with the stream as soon as we can. The tourist activity is based on a rising culture and improving constantly, undoubtedly it will be gradually enrich and amplify. Therefore, we can look forward to a broad development space if we integrate culture industry and tourist industry.Currently, as a resources-based county, Weishan require to focus on developing tourist industry, especially in cultural tourism. Weishan County Cultural brilliant, gathering of Talents for several prosperous history, ancient and modern China. The tourist area of Weishan lake as one of the domestic tourist hot-mutes contains varied culture types such as celebrity culture, ancient canal culture, folk culture and red culture, it means keep developing cultural tourism industry is a sustainable path for Weishan county.Starting from the existing problems, the article combined with the functions and measures taken by the government in the development of cultural tourism industry. We find out some problems in the integration process, then we concretely analyze the problems of cultural tourism industry in scientific planning, management system, capital investment, tourism products, tourism image and the reasons for these problems; Then we introduce several basic patterns of cultural tourism development to get the inspiration for Weishan county; Finally we put forward some countermeasures and suggestions for the status quo, through scientific planning, improving culture tourism management, developing cultural tourism products, shaping culture tourism image to build the brand of cultural tourism and realize the healthy and orderly development of Weishan County cultural tourism industry.
