After the Qing Dynasty is in charge of the area south of Yellow River ,is the consolidated rule ,strengthens the centralization ,under guarantee country jurisdiction unified premise ,implements the special policy in the Mongolian area , flexible measure,through formulation ,and so on a series of special laws and regulations ,has carried on strict and the thorough stipulation to the Mongolian area's legal system :in the administrative law aspect , the prefecture banner system stipulation for the Mongolia area's basic administrative system, various banner exercises in own scope the authority which the central authorities award .Thus , established Qing Dynasty to have jurisdiction to the Mongolia Government , exercised the national sovereignty effectively in the Mogolian area;in the criminal activity and the civil legal aspect ,considered the Mongolian nationality the massive disputes often through the traditional custom which forms for a long time solve ,has continued to use the Mongolian tradition common law in the legislation .Meanwhile ,pays attention the area south of Yellow River area initiative feudal ethics three cardinal guides and the five constant virtues,the feudal etiquette system and the Mongolian tradition custom seeps mutually ,the union ,formulates is suitable the Mongolian area criminal activity ,civil laws and regulations .The Qing Dynasty respects the Mngolian nationality at the same time the manners and customs and the tradition legal regime ,gives its certain judicial right to independence ;On the other hand control its judicial authority through each way . The two's unification has realized the Qing government to the Mongolian area thorough effective judicial control,to a certain extent has safeguarded the northern border area peace ,is advantageous in multi-ethnic feudal dictatorship countries stable and the development.
