With the rapid development economy, culture industry emerged as a new form of industry, and is flourishing. The emergence and development of it brings vigor to the development of modern cities, and influences the competitive abilities of a city in different aspects. The relationship between culture industry and the competitive abilities of a city has aroused much attention.Qingdao is one of cities in which the culture industry develops rapidly and typically. The author takes as an example the interaction between culture industry and the competitive ability of Qingdao to study the relationship between them through the analysis of the current situation of culture industry, its developmental trend, the current situation of its competitive ability and characteristics.We can analyze Qingdao's culture industry development through the process and structure. As to the process, Qingdao's culture industry has passed by three stages since 1980s, which are germination, starting and rapid developing, and now is in the rapid developing stage. As to the structure, tourism industry, exhibition industry, press and publishing industry, movie and television industry and cartoon industry are all developing fast. The industry structure is good.The rapid development of culture industry promotes the competitive abilities of a city. This promotion is reflected in five aspects, namely, competitive abilities in talent, structure, government administration, opening-up and culture. Culture industry promotes the competitive ability in talent, because it better distributes the education of talents and the allocation of human resources; it improves the competitive ability in structure updating the structure of the industry and gathering together the industry; it improves the competitive ability in government administration through the interaction of the culture system reform and the government's innovation ability; it improves the competitive ability in opening through the city radiation ability and the social communication; it improves the competitive ability in culture through the physical state and ideology state culture competitive ability. Qingdao has also accumulated some precious experience while its culture industry develops rapidly, including the perfection of infrastructures which is good for the development of cultural industry; promoting the innovation of cultural system, providing a good environment for the development of cultural development; strengthening the protection of intellectual property rights; making full use of the cultural resources in cities; building up the three urban culture brand to improve the competitive ability of the industrial core. Besides, there are some defects in the development of the culture industry in Qingdao, and there are gaps compared with Shanghai and Beijing, father effort is needed.
