With the rapic developments in both social and economic aspects, China are facing a complex question of relics protection and development. The issue of relics protection and development is of great importance. If it faild in the protection and development, the precious relics resources would be damaged, and the tourism resources accompanied with it would be wasted at same time.In the practice of relics development project, it still exist many problems which are against with the policy of relics protection.
