Pre-Qin Dynasty period was an important period of China's glorious development of the city, which embodies the pre-Qin period of the history of urban development outlook, laid the foundation for the progress of China's feudal cities which present Sharp characteristics including the form, scale, location, layout and role. The capital of the Zhou dynasty Luoyi is the first ancient capital in China and is a typical representative of cities this period. The rise of the city Luo Yi, on behalf of a good model of the pre-Qin cities, is the epitome of the rise and fal and the development of Zhou Dynasty. Heluo culture as one of the most advanced Chinese culture, with legitimacy, radiation, inclusive, and other fine features, and Luoyi is the cradle and centre of Heluo culture.On the basis of research results, combining literature and archaeological information ,the author from the early Western Zhou to the Western Zhou Dynasty, Wang Dong Qian, the Warring States period of three hours. Luoyi of the three periods in the city in political, economic and military aspects of the historical status of the change, and a comparative analysis of the relevant circumstances, visiting the city in two Zhou Dynasty during the historical role of the trend, Zhou dynasty perspective, the whole history of Development of the city have become increasingly prominent issue today, as on all of the Zhou dynasty Wang Luoyi City, not only can provide valuable historical experience, but also an important reference.
