From 1949-1957, the process of development of water conservancy construction can be divided into two periods, that is, from 1949-1978, the government repair ponds and people help, from 1958-1978, people's building and government's helping to reserve water economically. In this two periods, the progress is obvious. The capacity of reserving water increased from 18412 in 1949 to 115142.1 in 1978. The acre of suitable land increased from 17 to 93, both of which contribute much to the development of Sui county.The plan of project is very important in the water conservancy construction. From central government to local government, from ordinary people to specialist, most of the suggests was considered, it was possible to make the water project scientific as well as reasonable. In the meantime, the improvement of the teamwork guaranteed the efficient practice of the water conservancy construction.Water conservancy construction is not only good to the development of economy in rural area, but also to every aspects of life in the countryside, of which the most important is the smooth influence on the farmer's opinion. It is reflected from social control and social mobilization. The construction of government and basic party organization which are vertical, together with the help of quai-military management in the process of water conservancy construction, it make possible to control the farmers in the construction process.After the foundation of the People' Republic of China, the Chinese party and government call on the farmers to take part in the water conservancy construction, from then on, the construction become a part of their daily life.
