To strengthen the building of rural culture, building a comprehensive well-off society is the inherent requirement, is to establish and implement the scientific concept of development and building a harmonious society important part of building a new socialist countryside, meet the broad masses of peasants multi-level multi-faceted spiritual and cultural needs of the effective ways to improve the party's ruling capacity, and promoting rural economic development and social progress, and the "three civilizations" coordinated development, is of great significance.Ever since the birth date of the Chinese Communist Party, From worker and peasant's culture movement in Great Revolution time to the vigorous development of base revolution culture in Chinese Soviet areas, and new democracy cultural reconstruction as well as socialism cultural reconstruction, Specially during 54 movements and New Culture Movement, the center of gravity gradually had changed from city to countryside. And opened new times for the party to lead the Chinese countryside cultural reconstruction. Since the third part of the article emphatically inspected the history and experience of Chinese Communists whose leaderships in countryside cultural reconstruction in four different times ever since the Great Revolution.However, the construction of rural culture has seriously lagged behind in the rural economic and social development needs, in a lot of new problems: First, the rural basic education status is weak; Second, the plight of rural and moral construction is bad; Third, the rural grass-roots party organizations to attach sufficient importance to the cultural development; Fourth, the rural culture mechanism is unsound not live; Last, the rural cultural infrastructure lags.Through analysis, this paper considers that the following causes of those problems have: the urban-rural dual mechanism is restricting the building of a new socialist countryside culture and the fundamental reasons; Insufficient input restricting the building of a new socialist countryside the main reason for culture; the rural grassroots party organizations not establish a correct view of achievements restricting the building of a new socialist countryside the direct cause of culture; the existence of these problems seriously impact on farmers to raise their overall quality, and increase the gap between the urban and rural areas, affecting social harmony and stability. To this end, this paper presents the following measures: changing ideas, and increase the intensity of cultural construction; the development of the rural economy, and strengthening the rural economic strength; acceleration of urban and rural integration, enhanced radiation of the advanced culture; strengthen education on, the main occupation of the rural cultural positions; strengthening the building of systems, building services system; farmers raise the quality of new farmers.
