China's religion is an undeveloped Tri-color Market. In Christian , institutionalized church is Red Market , non-institutionalized church is Gray Market , and heresy and extremism are Black Market. With the growth of Christian in China over recent years, non-institutionalized adherents have been in increase. Therefore , it is of practical value to decide how to administer these believers .This paper is a research of Chinese government's administration of , from the angle of social transformation, Chinese Christian non-institutionalized church, with standard method and relative public management theory and religious theory. The author holds that the history of contemporary Chinese government's administration of Christian non-institutionalized church can be divided into two periods with Reform and Opening-up of China as its watershed. On the foundation of new China, as a post-revolutionary party , the CCP encountered a number of challenges including high expectation of revolutionary mass, high-institutionalization of society, cultural fracture, spiritual weightlessness, sequelae of revolutionary inertia and high ideologization. The change of historical situation and growing left- tendency of religious policy deterred the construction of trust-relations between them. Since Reform and Opening-up, with the implementation of the policy of protection of freedom of religious belief , Chinese government's administration of non-institutionalized church has come to be legalized and rational, which results in an ever-growing number of Christian believers and their identity change .However , there are still some problems, such as non-standard administration, unsmooth channel, hindered institution, and that registration of non-institutionalized church has not been dealt with appropriately. Many factors account for this ,such as the divergence of opinions on unreligious and religious authority and the right to religious assembly, the imperfection of laws and rules, some improper tendencies among non-institutionalized churches and absence of civil society. China is now undertaking a new social transformation. Modernization and globalization will combine to make politics more mundane , religion more worldly , belief more personal , and belief choice more diversified , therefore ,we should adopt new measures to improve government's administration of non-institutionalized churches. A public service government is to be built , with the change of function of government . At last , the author puts forward some suggestions.We should strengthen the research and understanding of fundamental religious especially Christian theory, improve tolerance towards non-institutionalized church , establish religious basic law ,improve religious administration institutions, standardize administrative behavior, ameliorate management in non-institutionalized churches and transfer pubic administration model and resolve the registration of non-institutionalized church properly.
