Corruption And Governance Of Clington And Bush Administrations (1988-2000)

So far the government corruption has become the political problems among many countries in the world during their development, how to manage the corruption naturally becomes an important task of the reform for the government, and the United States is no exception. This paper mainly discussed the corruption from the administrative department in the United States from1988 to 2000,during this period of the United States presented the "revolving door" events, and especially the corruption from the military procurement and other aspects, but the United States through the perfection of legal system and the establishment of anti-corruption institutions and the powerful supervision from the news media, eventually solved the corruption problem in this phase of the United States. By the illustration of the corruption from this stage in the United States provide a reference for China in the management of corruption.This paper includes five parts:the first part is introduction, mainly introduces the research purpose and meaning of this thesis, and the related content research achievements from foreign and domestic academia, the basic structure of this paper and the research method, and the define of corruption concept.The second part is the first chapter of this paper, firstly introduced that the corruption in the United States has become a serious social problem, the spoils system established in the United States and its influence on the administrative department of the government, and the corresponding countermeasures of corruption in the United States during the progressive era, and situation of corruption in the United States during Roosevelt’ New Deal, and the corruption and management in the United States after the World War Two.The third part is the second chapter of this paper, has the formal cases related to corruption during the period of 1988-2000, for example, mainly detailed introduce the bush administration and the Clinton administration, and investigation and analysis of the causes of the corruption cases and the characteristics of corruption in the United States department of administrative.The fourth part the third chapter of this paper, mainly elaborated the countermeasures for the corruption management of administrative department of the federal government in the United States,which can be summed that under the influence of the "conflict of interest" theory has constructed the corresponding laws and supervision institutions and from the American society it can be seen that the attention of corruption from public and the news media has exposed the key reason for the United States administrative department to manage the corruption.The last part is the integrated refining and sublimation of the full paper, which helps to find out the possible experience for the Chinese government to manage the corruption.
