Language and culture cannot be separated, their relationship decides the relationship between language teaching and culture teaching is intertwined with each other.Although the importance of culture teaching is commonly accepted in the field of education, culture teaching still remains "much talk, little effect" for some reasons. A true integration of language teaching and culture teaching can't be carried out smoothly in the English classrooms, and this situation is even worse in China's secondary vocational schools. In part because of the deficiency in culture teaching, students' general competence in English in secondary vocational schools has shown a steady trend of decline in recent years. In order to find out the causes for this sorry situation, and to improve the efficiency of culture teaching, the author carried out two questionnaire-based surveys among the teachers and students. The findings from their responses to these questionnaires shed much light on the state of culture teaching in China's vocational schools. With the help of the thus data collected, the author gains a better understanding of the teachers and students' attitudes towards culture and culture teaching in their English classes, and comes to firmer grips with the existing problems.According to these factors and the characteristics in the teaching environment in secondary vocational schools and under the guidance of culture theories and education theories, then, the paper proposes a new approach to culture instruction in the English classes at secondary vocational schools, which covers both the teaching contents, methods, and the principles for the practice. To test the effectiveness of this new approach, the author carries out an experiment, and finds that the proposed approach is capable of heightening the students' interest, helping them cultivate their cultural awareness, enhancing their English proficiency, and developing their intercultural competence and improving their overall quality as students of English.
