After 2007, the 5-year transition period for China's accession to the World Trade Organization (WTO) is over. It's time to implement the commitments opening up China fully promised to the world. Cultural goods play a more and more important role in international market and attract great attention from the international community because of its dual attributes in both Ideology and Commodity form. And recently Culture trade has developed rapidly and it accounts for bigger and bigger percentages in the total value of the world trade.However, China's cultural goods are far from outstanding enough to draw the world's attention and Chinese cultural goods just take a small share in the international market. This is not matched with China's status as a great power. Therefore, discussing the existing state and strategy of China's cultural trade in the post-WTO era plays an important realistic significance and has decision-making reference value of play our cultural advantages, optimize trade structure and improve the competitiveness in international trade.This thesis analyzes the present situation and obstacles of China's cultural trade, and then puts forward the countermeasures on the basis of the definition of cultural goods and the comments of related trade theory. Chapter one is an introduction of the background, the goal of this thesis and the existing state of inference research. Chapter two explains the basic concepts and introduces related theories in both trade and cultural fields. The third chapter describes the status quo of international culture trade in the post-WTO era, introduces the international trade environment of culture trade and the related provisions that the WTO made for culture trade and the specific commitments we made to open the market after China's accession to the WTO. Chapter four analyzes the obstacles existing in the current exports of China's cultural goods from the different aspects of importing countries' traditional trade barriers, market, product, industrial, investment and financing channels, marketing and human resources, then compares with successful experience of the United States and other developed countries to find out the methods that China can learn from. The last chapter puts forward countermeasures to revive our cultural and promote the cultural exports respectively from the standpoint of government, cultural industries and enterprisesThis thesis is outlined and completed in regard to the changing trade environment after China's accession to WTO and conducts the research from system and technical level to investigate the obstacles of China's cultural trade and puts forward solutions on how to promote China's cultural exports within the framework of WTO commitments that we have made .
