In this paper, based on Water conservation annals, local records, official history books and other history materials, we count and analyze the construction of Qin River's embankment, a branch of Yellow River, from Ming dynasty to the early Republic of China, According to the statistics, we can get that during the late Qing dynasty and early Republic of China, the gradual change of Qin River embankment from the folks to the officials, was mainly reflected on the source of funds and the management of embankment. For this change, one reason is that Qin River is on a special position; the other is that the local people could not afford the much heavier project expenses. In this case, the role of the government was becoming more and more important. In this paper, it is thought that as facing the decline, for the crucial events, the Qing government would still strengthen the interfere and governance, in order to maintain its perpetual rule. The basic structure and content of the whole text are as follows:Induction: In this part, the reason of selecting the topic and the basic train of thought will be expounded, and through looking back the academic history, the main idea will be proposed.Chapterâ… : Qin River's natural environment will be introduced, and some hydrological features will be revealed, such as containing lots of sands, several sections flowing faster and so on.Chapterâ…¡: The basic changing of Qin River embankment's construction during the late Qing dynasty and early Republic of China is analyzed, especially the changing from the folk embankment to the official embankment.Chapterâ…¢: The reason of the changing is discussed. One is that Qin River's geographical position is special and important; the other is that the local people lived a miserable life and could not afford the huge project cost.Conclusion: This part concludes and shows the basic viewpoint.
