With the development of economic globalization and regional integration, and with the fierce international competition, the competitiveness has become the most concerned about in the region of academic and government. In the big wave of the study of competitiveness, the competitiveness of cultural industry has gradually become an important component of the regional competitiveness and national competitiveness at the background of knowledge-based economy. In order to nurture the regional and national"soft power"and strengthen their competitiveness by enhancing the competitiveness of cultural industry has become an effective way to enhance their international competitiveness in many countries around the world.This article starts from the analysis of the theorem of industrial competitiveness. Then analyses the impact factors of the competitiveness of cultural industry according to Porter's "diamond model" and combined with the actual situation in our country, including the elements of resources, market demand, the related industry and the government. This paper analyses the regional differences of China's cultural industry competitiveness by means of factor analysis and cluster analysis, the 31 provinces will be divided into four categories according to the results of cluster analysis: the strongest competitive category, stronger competitive category, weak competitive category, and the weakest competitive category. The result shows that the cultural industry competitiveness of the eastern part of China is stronger than the middle part and the western part as a whole, and this is basically the same as the regional competitiveness of economy, but there are some special areas, such as Tianjin and Hainan at the eastern part but not belong to strong competitive category, the Tibet at western part but not belongs to the weak competitive category, shows that the development of cultural industry and the regional economic development obviously lacks coordination. On the basis of the existence of differences and particularities and according to the impact factors of cultural industry competitiveness, this paper analyses the reasons of regional differences between eastern part, central part and western part, and the specialties of Tianjin and Tibet. The economic development of eastern part is very well, and there are some obvious advantages in human resources, capital, technology and information, and the consumer market is very large, and this is the output area of cultural capital, then the eastern part is more suitable for the development of creative cultural industry; It is rich in cultural resources in the central and western part, especially the national cultural resources. Make these cultural resources into cultural capital, and form cultural industry, then create business value. The middle and western part is the import area of the cultural capital, and is suitable for the development of resource-based cultural industry. According to the analysis of the reasons of the regional differences, then clearly understand the advantages and disadvantages of different regions, and gives some targeted advises in three main aspects: increase the overall competitiveness of China's cultural industry; make different measures for eastern, central and western regions according to their advantages to enhance their competitiveness of cultural industry; in the basis of the particularities of Tianjin and Tibet, and with the local conditions, put forward specific proposals for the development of cultural industry to enhance the competitiveness.
