The boy scout was an important organization during the Republic of China, which had a significant impact on historical process. In this paper, we study the boy scouts in Jiangsu province and reveal their development during the past several decades before the Anti-Japanese War. The boy scouts of Jiangsu province were born on April 16 in 1915 and soon the first boy scouts Federation in Jiangsu province was established as the boy scouts Federation of Jiangsu. Leaded and Promoted by Jiangsu Educational Association, the boy scouts developed freely, obtained outstanding achievements and finally were leading in the country. In 1927, the KMT started to reorganize and reform them, and the boy scouts in Nanjing became a successful apotheosis because of special political status. The boy scouts Council of Nanjing and the boy scouts Council of Jiangsu province had both been established in 1830's continuously. Following their lead, the boy scouts unified and standardized the system, popularized education of the boy scouts in schools and carried out a series of social practices widely. Because of the double influence of politics and education, the boy scouts in Jiangsu province had been in the lead all the time and had an important impact on the development of other areas.
