Psychological contract is a reflection of psychological implicit agreement (Argyris, 1960) between organizational members and organizations in the employment relationship to each other what should be paid at the same time what should be a subjective, which contains between the two sides mutual responsibility for and obligations and cognitive expectations. Therefore, according to the background of China's administrative reform, based on the perspective of modern human resources management, to explore the contents of China's civil servants'structure of psychological contract, and reveal the impact of factors, not only have an important impact on the attitude of civil servants and administrative acts, but also directly determines the effectiveness of government administration and reflects the appearance of the government. However, domestic and international academic research on the psychological contract has been concentrated in the enterprises mainly, few involved in the public sector, therefore, the introduction of psychological contract theory and research between the Government and civil servants can extend the Government's vision of the civil service management, after all, a meaningful new ideas and new methods to improve the effectiveness of the management.The paper against the background perform research under the psychological contract on China's civil servants and management issues. Through the use of literature analysis, interviews, questionnaires, statistical analysis and other methods, the preparation of China's Civil Service psychological contract questionnaires, to explore its structure and content of psychological contract features, analysis of the impact of their demographic characteristics. Through statistical analysis of data revealed that China's civil servants psychological contract can be seen from two dimensions to explain the four dimensions, namely, administrative and civil service level, organizational level, these two dimensions of each of four dimensions, this conclusion in the past two-dimensional structure or three-dimensional structure has been based on an extension of; psychological contract with employees, compared with China's political psychological contract of civil servants, public, service, fairness, etc.; the demographic characteristics of the variable of our civil servants have different psychological contract degrees.According to the results of empirical research, the study give a model of China's civil service psychological contract management, It can from several major sections of human resources management, namely, recruitment, training, performance appraisal, remuneration and career planning to be considered and attention to implement the "heart" of management, to ensure that government organizations and the civil service psychological contract. with a harmonious development.The study, both at home and abroad not only enriches the study of the psychological contract, but also provides a valuable reference for China's administrative organization to formulate human resource management policy scientifically.
