Study On Ethics Problem In Urban Eco-environment Management

Stiglitz, a well-known American economist, has predicted that there are two things impacting the world economic development in future, one is high-tech development of United States, and the other is China's urbanization. From Aristotle's long-cherished wish to the 2010"Expo"theme, the human's"dream city"has been stretching more than two thousand years, but the United States'"911"nightmare and the SARS panic in Asia, then the Paris's suburb disorder, when the modern "urban disease" has not yet been recovered, the new risk is increasing, urbanization with high-tech and high-risk. Throughout the process of urbanization, urban ecological problems have been associated with the occurrence and development of town, currently, urban environment problem and its ecological problems has become the important problem in city management and development. In the process of eco-government management, the government not only confronts more and more urban eco-environment problem, but also the utility problem which connects the theory with the activity of how to manage the urban eco-environment at all.In this paper, the author issues a series of urban environmental problem and ethical dilemmas in the process of urbanization, based on ethical management vision, getting up from relevant literature and theoretical definition, and discusses in detail about how to managing urban eco-environment. The paper discourses briefly upon the city's eco-environment management and ethics evolution. It proposes some ethical principles and concrete measures about how to managing city's eco-environment, based on analyzing the current situation of city's eco-environment management and ethical dilemmas in accordance with the concept of harmonious development between man and nature and the idea of sustainable development. It aspires to building an eco-city and a city good for habitation. The paper mainly wants to complete following works:Firstly, by the way of documentary summary, the paper summarizes and analyses simply some specialists and scholars'view about urban eco-environment ethical management, and taking this as academic base of this paper.Secondly, it discusses generally about all kinds of typical urban ecological problems occurred in the course of urbanization, and various types of ethical dilemmas during the concrete implementation of the management of city's ecological environment. Thirdly, it designs and discusses ethical principles in urban eco-environment management based on practical problems and future development direction.Fourthly, it puts emphasis on how to applying ethical principles to managing the city's eco-environment, according to the principles of practicality and feasibility.This paper completes the combination of theory, present and future, and carries out analysis of theory and practice, the puts forward some practical and operational measures, achieving the research purposes of a combination of theory and practice applied. It plays an important role in promoting human harmony and sustainable development, via providing relevant theories and technical assistances in eco-city construction and urban sustainable development.
