The historic cultures are the memory of one city and the ethos of one nation; historic cultural heritages are the carrier of it, they are the thumbprint and characteristic of the city, as concerned as the city and the nation, they come down to the city's sustainability, harmoniousness and the nation's mightiness, to protect the historic cultural heritages effectively, is signification to them.However, with the rapid development of urbanization, it becomes more and more severe that the protection situations of the historical and cultural heritages in our cities. Such as the tangible cultural heritages in old blocks and new development districts, including traditional buildings, historical blocks and tumulus and so on, become the"obstacle"of the development of the city and the city's economy apparently. Some cities turn a blind eye to, and even annihilate them in the process of economic development. A great many of historical and cultural heritage resources which are of great values have been destroyed at the same time we construct our habitation. The conservation and management of urban cultural heritages become a new type public crisis, and how to strengthen the cultural heritages conservation and management, become a major task of city managers, also an important topic in fields of urban research. This paper takes the protections of the Huguang Guild Hall, the residence of Liuxiang and the tomb of Heavenly Courtier Jian who lived in Ming dynasty in Chongqing which are of great historical and cultural values as cases. Comparing with other countries'protection practice of historical and cultural heritages, such as America, France, Italy and Japan; argue the behaviors of the government, the media, non-governmental organizations and other interest groups in the process of the historical and cultural heritage protection and management practices, to sum up some experiences and lessons form it, find out the questions, and provide some useful things for the future's practice.The Huguang Guild Hall, the residence of Liuxiang and the tomb of Heavenly Courtier Jian are only some cases in this paper, but, in the process of urbanization and urban renewal, a lot of cultural heritages have to face the same fate of them. How to protect them are a pressing topic and a compulsory responsibility of our government, NGOs and citizens. In China, the superintendence function of media is limited, the NGOs are semi-developed,and the"civil society"does not strike up, in these specifically situations, the urban government should support the NGOs, cultivate the"civil society",and take on more responsibility in the fields of the protection and management of historic and cultural heritages, till striking up a polycentric governance network.We can anticipate the day that the consciousness of protecting the cultural heritages would be activated, a crisis management system and a long-term mechanism are introduced in the field of cultural heritage conservation, and a financial system for the cultural heritage conservation is shaped. At that time, a harmonious society would present itself on the territory of China,which the government and the society can communicate and correspond well, all the organizations and everymen have a chance to take part in the administrant process of the public affair coequally. In that time, we can protect the historic and cultural heritage well, and present it to our afterworld,which our predecessor sent to us.
