The Special Political Policies Of Nanjing National Government To Qingdao From 1928 To 1932 And Its Causes

The period from 1928 to 1930 is very important in the modern history of China. From the second northern expedition to the unification of China formally, and from the war in zhongyuan to the japaness aggression in 1931,many important events in the history of the Republic of China have taken place at this time. This period is also the beginning of the Nationalist government in Nanjing to build stage, because the proliferation of internal conflicts, the country's political restructuring of the layout is in an adjustment phase. In this paper, the political situation of Qingdao at that time is studied as a case to analysis the political and military strategy of Nationalist government for the north and to analyze its characteristics and significance. The main article is divided into three parts.The first part introduces the Qingdao's profile before the National Government in Nanjing accept it. The profile is introduced by divided into the four aspects : political, economic, social and Japan's influence which is the most important aspect. The attitude of Nanjing Government to the Japanese invasion forces in Shandong's problem is also studied,including the influenceof jinan event to the profile of Qingdao at that time. The Features of Qingdao is the key reason for the special political and military policies that the national government in Nanjing manage Qingdao,it is also the main reason for the special political management policy of National Government to Qingdao at that time.The second part introduces the political and military situation in Shandong and North China and the political and military strategy that the central government deal with the major blocs of the North including Zhangxueliang, Fengyuxiang, Yanxishan and so on.Through many wars, Chiang kai-shek collapses the blocs of Fengyuxiang, reorganizes the Yanxishan's army, and unite the blocs of Zhangxueliang, consolidate the central government's rule of order in the north preliminary. Qingdao during this period, as the KMT's political bargaining chip have also played an important role to mediate the relationship between the central and northern forces. Changes in the external political situation at that time and the alliance with Zhangxueliang are the important reasons for the special political management policy of National Government to Qingdao.The third part introduces the management strategy of the Nationalist government to Qingdao, and its impacts to Qingdao. This includes the response and consideration of Nationalist government to Qingdao because the impact of The Jinan event ,the placement strategy to the northheast army after the japaness aggression in 1931,and the background and reason which Mafuxiang, Huruoyu and Shenhonglie acceded to the Qingdao Mayor.In the end, the impact for the management strategy to Qingdao's politics and economy and Shandong Province's political structure will be analysed to expatiate the Qingdao's status in the national politics layout at that time.About the research of morden history in Qingdao has been made fruitful comparison, but the study from the perspective of political geography and political history is not so much, which is imperfect to the modern history of the development of Qingdao from an overall grasp. Therefore, based on the relative richness and integrity of the relevant literature ,to study the political history of Qingdao related to the use of political theory will has an important historical value.
