In 1928, National Revolutionary Army unified China, Disarmament issue arouse Anti-Chiang's campaign which was developed by the local strength with factions inside Kuomintang. Chiang Kai-Shek who hold military power cooperated with Hu Han-min who had support of party members in KMT which started the era of "Chiang-Hu cooperation". After the Central Plains War, Hu's assertion, "party rights constraint military power" caused contradiction with Chiang's idea gradually. Power conflicts between Chiang and Hu became more severe specifically in the "law of political tutelage" issue.On Feburary 28th,1931, Chiang imprison Hu which called "Tangshan incident" After illegal imprisonment of Hu, Chiang arrange Bill vote very fast and make it pass. Chiang also modified "National Government Organization Act" and who transform the existing "one party dictatorship" system into "one man dictatorship". Through military power, Chiang gained the regime and party power. On May 27th,1931, Anti-Chiang coalition held "Canton's KMT Central Executive Committee" and establish Canton National Government. Which formed the split of Canton government and Nanjing Central Government.Soon after split, Mukden Incident outbreak, nonresistance of Zhang xue liang which led Central Government political crisis. In diplomacy, if the government had peace talk with Japanese who will be overturned by the people. In military, if the government adopted military confrontation with Japan who will be defeated by Japan. Mukden Incident accelerate the speed of reunification. Both side under the constraints of public hold seven conferences. Eventually, two sides made the agreement. On Dec.15th, 1931, Chiang was forced to hand over his regime. On Dec.22nd, The fourth KMT plenary session hold in Nanjing, which modified "National Government Organization Act" again. The two sides re-organized new government,...
