Jin dynasty, which ruled the north of China for more than 120 years, is of great importance in Chinese history. Joutchen nationality is the founder and race occupying a dominant position in Jin dynasty, the policy of how to treat the Joutchen people is an important part of national policies in Jin dynasty. According to different stage characteristics, this paper divides the changing process of policy of Joutchen nationality into four periods:The first period is the early of Jin Dynasty, including the reign of TaiZu (Aguda) and Taizong (Wuqimai). Within this period, the ruler of Jin Dynasty carried out the policy according to Joutchen's system retained. For example, based on the policy of Bojilie, Joutchen nationality nobility were employed in a position of importance; the organization of Meng'anmouke was adjusted and completed, in order to protect the unique interests of Joutchen nationality and satisfy the demand of Joutchen nationality for the land. During the second period ruled by the Prince Hailing, based on restricting the privileges of aristocrats to accelerate the process of sinicization is fully reflected through three items which is to strengthen the imperial power, to move capital to Yanjing and to make laws of Jin dynasty. Third, known as"Little Yao and Shun", Jin Shizong protected the old customs and attached the importance to improve cultural quality of Joutchen people. Four, Jin Zhangzong, the final developer of feudalization, took steps to liberate slaves and to rectify Meng'anmouke system in order to conform to the sinicization of Joutchen nationality and published the final regulation of Jin dynasty which demonstrates the completion of feudalization.The policy influences on Joutchen nationality with difference and link are concrete in different historical periods. But the above-mentioned policies carried out by Joutchen Emperor emphasize the unique dominant position of Joutchen nationality from the perspective of administrations in order to protect the interests of Joutchen nationality and attach much importance to its development, among which there are some restrictions on the privileges of aristocrats in the period ruled by Prince Hailing. However, by and large, with the help of constitution and implementation of political system it has provided the tool and the weight for consolidating and strengthening imperial power which can improve the development, stability and prosperity of Jin dynasty. The political system also sharpens misunderstanding and contradiction among other groups under the rule of Jin dynasty which has profound effects on the rise and fall of Jin dynasty.
