| Considered from the current social development status in China,the people's livelihood problem has been the hot issue,especially the Seventeenth National Congress of the Communist Party of China put the people's livelihood problem in a more prominent position. The people's livelihood problem has become unavoidable epoch words.The so-called people's livelihood problem is the problem that relates to national people's livelihood and life.The people's livelihood problem not only has something to do with the fundamental interests of people,but also influences the overall situation of reform and development in the whole country.It is the most important work of our party.To solve the people's livelihood problem,we must stick to the Core of People Oriented and insist that the development is for people,the development has to rely on people and the development achievement shall be shared by people;we must pay attention to the life quality and happiness index of people,really embody the development purpose in meeting people's need,realizing people's interests and increasing people's life level and finally realize people's integrated development.The people's livelihood is the basis of harmony and solving the people's livelihood problem can advance the construction of harmonious society.Improving the people's livelihood problem is the basic condition to push social equity and justice and construct harmonious society,so only improving the people's livelihood constantly can promote the society harmoniously.Solving the people's livelihood problem can improve the governing ability of our party constantly.Our party takes "serving the people with heart and soul" as the essential tenet and insists on that people's interests are more important than everything.We must take the fundamental interest of people as the highest rule of all the works,insist that rights are belong to people,the most important consideration is the people and the benefits are sought for people,constantly improve the ability of seeking interests and doing useful thing for people,and constantly improve the governing ability of our party.This thesis regulates and rules the people's livelihood problem from the system ethic angle of view in order to provide solid ethic foundation,moral basis and value support for the solution and innovation of the people's livelihood problem,provide value guide system for the standard operation of system right,and establish theory system,value direction and practice route with significances of theory and practice instructions on this basis.Starting from the national conditions,this thesis adopts value analysis method,method of integrating theory with practice,scientific abstract method and method of integrating history with logic to analyze the people's livelihood problem in our country systematically and propose the countermeasures to solve the problemThe essential of institutional people's livelihood problem is system problem and its causes are closely linked with the system arrangement in which some systems departure from justice principle during the social transformation period in our country.Therefore,the following aspects need to be made effort to for the solution of institutional people's livelihood problem proposed in this thesis:first,be established in system arrangement which accord with the justice principle,put system equity in practice,stick to freedom principle,opportunity equality principle and right equality principle and guarantee the politics,economy and social rights of people practically;second,carry through system ethic analysis to the people's livelihood problem and then make the corresponding system ethic guarantee and time strategy.Besides Introduction and Conclusion,this thesis consists of four parts.The Introduction part states the actual significance and theory basis of the thesis,the research status in quo at home and abroad,the core viewpoint and argumentation logic,and the research important points,difficult points and innovation points.The first chapter discusses the people's livelihood problem from the perspective of system ethic.It analyzes the manifestations of the people's livelihood problem in our country starting with system ethic.The second chapter mainly talks about the value appeal of system ethic of the people's livelihood problem.It analyzes the value basis,value core,value principle and value aim of the people's livelihood system ethic,research it deeply from the theory angle and provide more sufficient ethic thinking instruction for the solution of the people's livelihood problem.The third chapter analyzes the system roots of the production of the current people's livelihood problem in our country.In the binary social economic structure of our country,there still exists the phenomenon that partial systems are unreasonable and implies the profound system discrimination seen from the deeper level,such as education system,distribution system, employment system,social guarantee and the important systems that relate to the survival and development of people.The fourth chapter tries to make system ethic arrangement to the people's livelihood problem to really consider for people's interests in the system of using education resources equally,the fair distribution system,the social guarantee system for the basic life and active employment system and so on,in order to guarantee the politics, economy and social rights of people.To further analyze the practice strategies of the people's livelihood system ethic on this basis,first of all,carry out ethic education and guide.Because only carry out moral education to system,that is,without the ethicality of system,it is difficult to form moral fashion in society.The theory basis here refers the relationship of system ethic and ethic system.Second,pay attention to the value orientation of the policy, make institutionalized moral measures and provide system ethic guarantee for the solution of the people's livelihood problem.At last,establish supervision mechanism and realize the implementation of the people's livelihood system ethic.
