Research On The Construction Of County Public Cultural Service System Under The Perspective Of Cultural People's Livelihood

Culture is the soul of a nation,which condensates national strength shapes the social common sense;sets the soul in building a harmonious society togetherwith its peculiar function of seeking common ground while putting aside differences.In 2020 to build a well-off society in an all-round way of the task is imminent.With the accelerated the process of urban and rural integration,the coordinated development of urban and rural economy,the gap between urban and rural areas gradually narrowed,however,the rich degree of spirit difference between urban and rural residents remains to be solved,the culture construction of people's livelihood remains to be overall coordinated.The government at county level as the integration of urban and rural areas and the main body of public cultural service system construction,which includes county,township and village level administration,in the public culture service system construction plays an important role which forms a connecting link between the preceding.How to vast sow the seeds of culture at the grass-roots level,to provide new and advanced public cultural products and services,rich county people's spiritual world,under the guidance of the central committee of the spiritual culture construction,in the new period,become an essential measures for cultural development in urban and rural as a whole,and promoting the integration of urban and rural areas,speeding up the construction of a well-off society,realizing the shift from a cultural superpower to a powerful cultural country.This article selects Hengnan county of Hunan province as the research object,by literature and on-the-spot investigation and interview,introduces and comb the present construction of public cultural service system of Hengnan county,further studiessome problems of Hengnan county in the process of creating a system of public cultural services demonstration by combing with the interview as a result,and points out the problems,in the perspective of culture and people's livelihood and put forward the optimum path of public cultural service system construction.First of all,this study related theory are introduced,on the basis of combing some problems of Hengnan county existing in the public culture service system construction,hardware facilities,for examples,public cultural services infrastructure effect is not obvious,finance investment is insufficient,the lack of public service talents,the masses participation enthusiasm is not high;Software construction which contains the deviation between the body of culture system construction,the laggard construction of cultural institution.For an in-depth analysis of these problems,government service function still not transformed,the single body of in public culture service system construction investment,rights and interests of citizens public cultural expression channel is not smooth,deep reasons such as public cultural service system and mechanism is not sound.Combined with the excellent experience of Hunan province Ningxiang county and Yangxin county of Hubei public cultural service system of the construction,draw lessons from the advanced practice of the two counties,put forward many kinds of effective path effective for construction of public cultural service system construction of the county level,such as a clear value orientation,the hardware and software management concertedly,multivariate main body to build and complete synchronization,and improve the mechanism of system construction.
