During period of Anshun in the Eastern Han Dynasty, Liang Zhou problem became serious to the highest extent. The problem was triggered by the rebellion of Qiang, and sharpened as the government made their decision to abandon Liangzhou. It is mainly represented by Qiang riot and policies of abandoning Liangzhou which gave rise to the social problems responsible for the decline of Eastern Han Dynasty.Qiang rebellion and the policy to abandon Liang Zhou were main reasons of the Liang Zhou problem, with the former having ignited the fuse and the latter having made the problem hard to solve. The rebellion of Qiang evolved from raids by the invaders in the early time, then to the establishment of a rebel regime and finally to a local rebellion. The betrayal from outside became a coalition of rebels both outside and inside, and the resistance against the oppression which was launched by the Qiang only became a rebellion of both Qiang and Han. The Government of Eastern Han Dynasty swung between quitting and taking back Liang. Zhou. At last, the government gave it up. The two problems were interlaced: the rebellion of Qiang served as the reason for the policy of abandoning Liang Zhou, and the consequences of the policy made the rebellion more intractable.Why the problem happened and then became a chronic disease of Eastern Han Dynasty? There are three reasons. First, the government made seriously mistakes when handling the affairs of Qiang; secondly, the people of Qiang suffered great survival pressure; thirdly, the power of Longyou declined and the policies of the retreat in the border developed unbalancely. Among the three reasons, the second reason serves the basic problem.Even at the end of the Eastern Han Dynasty, Lianzhou problem had not got real settlement, while the abandoning policy initiated complicated social concerns related, accelerating the decline and fall of the Eastern Han Dynasty. The decline of Eastern Han Dynasty in Anshun period declined gradually then dramatically. in the social changes that the chaos caused by war-initiated social changes and chaos, the collapse of the imperial court has been already in the rudiment.
