The Research On The Transformation Of Government Function In The Developing Cultural Industry Of Hunan Province

As the development of economic globalization, cultural industry has became an important factor of international competition and has been taken seriously by governments. Report of the 17th CPC National Congress offers to: "Developing the cultural industry vigorously, implementing significant project-led strategy, speeding up to construct the cultural industry bases and the regional characteristic cultural industry cluster, cultivating the famous enterprises and the strategic investors of cultural industry, prospering cultural markets and enhancing the international competitiveness." Hunan province develops the cultural industry positively and makes great achivements with influence of cultural industry development at home and abroad. However, in order to realize the leaping development from the big cultural province to the strong cultural province, it still needs to solve the the barriers which obstruct development of cultural industries. As main driving force and crucial power, governments' reform of management systems and functions is very important.This paper researches the transformation of government function in the developing cultural industry of Hunan province. It includes five parts. The first part is introduction, which presents the background and significance of choosing topic, the domestic and foreign literature review, the research method and content. The second part is about the theoretical analysis of the transformation of government function in the developing cultural industry. This paper expounds the cultural function of government and proposes the necessity of the government function transformation on the basis of the cultural industry development theory, cultural industry management theory and the government function transform theory. The third part researches the transformation situation of the government function in the developing cultural industry of Hunan province, praises achievements of cultural industry and contribution of government, especially analyses the problems and their reasons in the transformation of the government. The fourth part offers to the main principles and the basic solutions according to the problems. The last part is conclusion, which summarizes this subject on the basis of the theoretical and realistic analysis.
