It produces and provides cultural products and service, takes the market as the guidance, takes the cultural production and the management enterprise as the main body, and through puts into production the pattern, provides cultural product and service. So, the ossified culture management system and method under the planned economy system with the culture industrial development market direction request has had the friction. Indeed, because of the cultural market that allocating resources' hysteresis, blind quality, culture industrial development's local imbalance, trade protectionism, ideology, it leads to government's intervention, but the cultural industry's economical attribute leads to its independent market main body status. Therefore, under building socialism market economy's new situation, how to adjust government's culture management function according to culture industry's development, relates benign development question of our country's culture industry.
