With the developing of globalization, information and urbanization, the cultural creativity industries has been becoming one of the best fascination industries, and it has been regarded as the strategic and supporting industry of many countries and regions the recent years, such as London, New York and Tokyo. Chongqing, as one of the prospecting cities of China, should utilize its own superiorities and develop its cultural creative industry, in order to ensure of sustainable development and improving urban competitiveness.For the cultural creativity industry have influence on comprehensive competitiveness of the city, many countries and regions have been aware of the importance of research on the theory and practice of the cultural creative industry. Chongqing is still at an initial stage, and the research is limited to policy reform instead of systematic study. This paper is basis on the theory system study of cultural creative industry, utilizing the theory of cultural economics, urban economics and urbiculture. Connected with the character of Chongqing, this article attempts to find a way which is suitable for developing Chongqing's cultural creative industry.This article is divided into two parts which is theoretical studies and empirical research .At the theoretical study, based on relationship between "cultural" and "economic", "city", to find the exploration of the relationship between creativity industries and urban competitiveness,and study of cultural creativity industries on the definition, classification, characteristics and the different with cultural industries useing systems engineering methods. Cultural creativity industries would promote sustainable economic development, enhance the quality of urban culture, shaping the spirit of the city, improve urban services to improve city competitiveness.In the empirical study, do careful analysis on the developing situation of cultural creativity industries in Chongqing, the main strengths and issues on development of Chongqing's cultural creativity industries. Prescribe treatment according to the matter, make some strategy for the creativity industries of Chongqing's development . China's accession to the WTO, the Great Western Development, Chongqing as the youngest municipality, in the establishment of the bonded area, together with the local culture, rich resources,comparative developed industrial technology , education, human resources advantages, they are the solid foundation of the development of cultural creativity industries in Chongqing . However, excessive government intervention, small scale industries, the industrial chain is inadequate, weak competitiveness of enterprises, low level of innovative consumer products, these factors become obstacle of the development of cultural creativity industries. Chongqing should be develop cultural creativity industries greatly, building into a livable and vibrant city and cultural vitality.Conclusion: The cultural creativity industries plays a vital role to the city economic and cultural development .The development of cultural creativity industries will improve city competitiveness. Chongqing should know their own advantages in depth and Clear positioning and extensive actions. Increased support for cultural policy , create a good environment for creative urban space, cultivate the main cultural market enhance the competitiveness of enterprises, personnel training and science and technology innovation. to improve environment of the cultural creativity industries in these areas.Improve the urban competitiveness of Chongqing .
