Only research the civil paper-cut art Ontology can not really explain the perspective of civil paper-cut folk art in the original ecosystem exists, and can not understand the significance to population, as well as the law of its development.This paper takes Shanxi Zhongyang's folk paper-cut as study center, emphasize on the village of Pang , through field research, using folklore,cultural anthropology theory, analyzes civil paper-cut-yang of the natural environment and culture have environment, trying to reproduce the true folk paper-cut positive in the original ecological survival of civil status and to explore the emergence of civil paper-cut, the development of the law. This text focused on civil paper-cut on the heritage and protection, through the exploration of the current paper-cutting in the tradition of civil-yang protection mechanisms and measures to grasp its future development.Through the investigation and study to Zhongyang folk paper-cut, we can recognize the importance of cultural environment to the Shenyang paper-cut, the survival and development of civil paper-cut can not be drifted away from the cultural environment; Secondly, the development of paper-cutting must maintain open, strengthen exchanges with the outside world, keep an open attitude,excellent paper-cut field of cultural collisions, fusion, and constantly add new culture of paper-cutting in order to maintain strength and vitality; In addition, we should strengthen the cultural resources of the paper-cut protection. The cultural resources are important condition to achieve positive economic functions of paper-cut, the core is to protect paper-cut artist, to hand down their paper-cut skills from generation to generation.
