Yao Xiguang was a historical figure of multiple identities, who lived in the late Qing Dynasty and early Republic of China. He saw much in life and wrote a lot of books, such as the author of "Planning the personal opinions of Mongolia" and so on. In these works, Yao put forward his opinion for the military, local affairs and national affairs, with a certain reference value for historical research at the end of the Qing Dynasty.Since the late Qing Dynasty of China, under the dual pressure of both internal and external problems, Emperor Dowager Cixi in the highest-led group was forced to reform politics on a larger scale from 1901 to 1910 in modern history. "New Deal" of end of the Qing Dynasty can be divided into two stages generally, that is the first phase in 1901 and the second phase in 1906.On this conditions, Yao Xiguang made two trips to the eastern part of Inner Mongolia (Zhuosuotu meng, Zhelimu meng, Zhaowuda meng, Xilinguole meng) and visited in 1905 and in 1906. After inspection, Yao Xiguang set up the province of Mongolia, opened up the operation of Salt, set up schools and put forward proposals of his own. "Planning the personal opinions of Mongolia" is his compilation of reports and recommendations, who visited the eastern part of Inner Mongolia, is important documents to examine the end of the Qing Dynasty cases in Inner Mongolia and Qing policies of Mongolia. In addition, Yao Xiguang's memorial to the throne on selection of key personnel familiar in land reclamation of Inner Mongolia region, had a significant impact on land reclamation of Inner Mongolia region of the Qing government.
