Zhou Enlai is universally acknowledged as the chief executive of Oriental Stage in the middle of the 20th century. His near-perfect character in administration mainly demonstrates in the following aspects: outstanding character in leadership, noble moral character, unique diplomatic character as well as stable psychological character. He works hard for the benefit of the people, unembezzels and serves the people wholeheartedly; he is self-disciplined, tolerant and contributes fully to the country; he is considerate, undertakes the impossibility without any complaints and disregard personal interest; he is cautious, distinguishes love and hatred. By reasons of the high sense of responsibility to the party ,to the country and to the people, he devotes all his life to the Chinese Revolution and the New China's construction. Regardless of the past, the present and the future, his character in administration is always the most influencial and the inspirational force , precious spiritual wealth of the Chinese nation and the formidable spiritual drive to push Chinese people to go ahead unceasingly.We should accurately grasp the constitution and the main contents of Zhou Enlai's character in administration, understand his character in administration scientifically, deeply comprehend its spiritual essence , track down the foundation of his great character in administration, feel the great strength of his character in administration, elevate citizen's thought moral culture, enhance moral construction of administrative personnel, constantly push the construction of the Chinese socialism in the spiritual civilization and the political civilization, mold character in administration of new-era administrative personnel in our country.
