| Because nowadays our country is in the key period of constructingsocialistic harmonious society and service-oriented government, it’svery important to analyze issues of administrative personality inChinese public official and propose the means to improve them as thishas both theoretical and practical advantages.In this paper, based on the connotations, characteristics andhistorical influences of Chinese traditional administrative personality,we firstly analysis the administrative personality issues which existamong public officials, and then illustrate the inspiration of theChinese traditional personality on constructing current publicofficials’ personality. The point of this paper is to find thecombination point between Chinese traditional and currentadministrative personality and propose the means to improve theadministrative personality of public officials.This paper consists of5chapters. Chapter1is introduction, whichmainly states the background, importance, research status, researchviewpoint and some conclusions of administrative personality. Chapter2, theory of personality, summarizes the theories of Chinese traditionaland public official administrative personality, points out that Chinesetraditional administration is based on the Confucian ideas and moralitymentality, while the public official administrative personality is basedon the administrative ethics and public services. Chapter3,connotations and historical influences of Chinese traditionaladministrative personality, states the influence of Chinese traditionaladministrative personality on administrative culture and administrativebehaviors. Chapter4, appearances and analysis of current issues inpublic officials administrative personality, states that theappearances of current administrative personality are the blindadherence to power, which leads to the occurrence of adherence personality, self-interest chasing, which leads to occurrence ofcorruption personality, role changing, which leads to dual personality,grasping at authority and shifting responsibilities, which lead to droitpersonality, and so on. The causes of these issues are mainly relatedto the conflicts within value and interest, role and right, literacy,consciousness enhancement of authority of public officials, and so on.Chapter5, inspirations of Chinese traditional administrativepersonality on constructing public official administrative personality,emphasis that we should inherit and develop Chinese traditionaladministrative personality to rebuild and improve good administrativepersonality.This paper discusses the possibilities of the internal improvement ofadministrative personality and external administrative controlmechanism for public officials also provides a reference to conduct andimprove public official administrative personality and correspondingmeans to achieve that. |
