Soft power is relative to hard power. Hard power refers to the involuntary acceptance by "pressing", which is direct, instantaneous, focused and obvious. Hard power and soft power consist of a nation's comprehensive strength. According to a professor of Harvard University, Joseph S Nye, who first put forward the concept of soft power, cultural soft power refers to a nation's strategy-making ability to keep and achieve the nation's benefits, the source of which comes from the nation's cultural identity and its appetency, appealing and cohesion.Power of culture is the core part of soft power. The cultural competition is becoming more and more important for the balance of interests among countries. Therefore, the development, control, monopolization of cultural market, cultural expansion and anti-expansion as well as cultural immersion and anti-immersion are gradually being important parts of international political struggle. Thus, the cultural power has become an indispensable factor to improve a nation's comprehensive strength.Cultural communication promotes cultural development. Chinese culture has ever been declined because of seclusion and powerful for the reform and opening. Currently, we face various kinds of problems such as cultural colonialism, national cultural security, cultural sovereignty and cultural confliction and etc, which appear from, and could be settled by cultural communication and cultural competition. The improvement of the cultural competition needs the promotion of cultural communication.The relationship between cultural communication and cultural competition is meant by how to improve cultural competition in cultural communication. To reach this, it is important to look back Chinese cultural communication mode. Since early Qin to Sui and Tang dynasties, the communication has experienced "being occasional" to "being natural". Tang dynasty is the most prosperous for cultural communication; during Song and Yuan dynasties, it has further development; however, since Ming dynasty to late Qing, Chinese cultural communication became declined, which is also inevitable. Since the modern times till the reform and opening, China has frequent but more passive cultural communications. At that time, either eastern style or western style makes China puzzled.At today's cultural competitive era, some developed countries, with America as the representative, are pushing their culture on the base of absorbing other nation's excellent culture to strengthen their own "cultural soft power" by unequal cultural communication. The developing countries are suffering double cultural crisis, that is, cultural resources are ransacked and cultural markets are occupied. Therefore, it is very necessary to have active cultural communication. Meanwhile, with the increased economic strength and international position after reform and opening, China has a good base to have foreign cultural communication. Besides, the liberation of ideology and the development of the culture industry have made it possible to have active cultural communication for China.In this way, in order to ensure the smooth, sustainable and steady improvement of cultural communication, it is important to set up perfect cultural perspective and a full set of "cultural competition-oriented communication system". The system should include motivation system, medium system and sustainable system, among which cultural industry should play an important role in the system.This thesis combines the traditional "cultural communication" with the frontier issue "cultural competition" together. It not only finds solution of cultural competition but offers instruction for cultural communications. On the historical narrative, it classified Chinese foreign cultural communication from early Qin till now with scientific and globalized view not by politics. On theoretical narrative, this thesis analyzes the historical problems with philosophy, culturology, anthropology, mass-communication, politics and management theories not depending historical experience only. It also deduces the problems by logic analysis methods and supplements the induction of history discipline.
