First, in this thesis, the basic theoretical content of the book "Trust-Social Virtues and the Creation of Prosperity" written by Francis·Fukuyama is introduced. Second, the overview of the situation of China's social trust is introduced. He believed that China is a society of low trust. Blood relationship is the most significant criterion for people to trust each other. People don't trust the ones outside the blood relationship. Third, the paper analyzed the cause of low trust in China. The concepts based on blood relationship, the lack of intermediate structures, and the imperfect system about trust are the important causes of low trust level in China. It further points out that this view of trust makes it difficult to build trust culture in Chinese private enterprises. The paper further attempts to analyze the availability of the theory of Fukuyama in China, and evaluates the three ways which Fukayama gave to build the large-scale enterprises in China. His evaluations not only have advantages but also disadvantages. At last, by analyzing the causes of the difficulties in building trust culture in Chinese private enterprises, the paper gives some specific suggestions on what the government and enterprises need to do to build healthy trust culture based on Fukuyama's theory. According to the theory of Fukuyama, the government should build healthy social trust environment and perfect the trust system. Business owners need to improve their own quality and overcome the ideology of appointing people by favoritism. Enterprises should also perfect relevant systems about trust.
