Study On Several Problems Of Western Rural Public Cultural Service

After reforming and opening up, the development of urban public civilization service in our country has greatly increased, while decreased in the countryside, especially those places limited by their particular natural environment and under-developed economic situation in the west which are seriously short of public civilization products and services. In the view of the whole country, the keystone of establishing a public civilization service system covering the whole society is in the countryside while the difficult points in the west.Based on the above, this article is aimed to study some items of rural public civilization service in the west thoroughly and systematically. It borrowed from the basis of existing results of establishing public civilization service and combined the features of western countryside.First of all, it defines some relative ideas of rural public cultural service, including culture, public culture, public service, public cultural service, etc. That defines the theoretical meaning of rural public cultural service.Second, it analyzes the current situation of establishing the rural public civilization service in the west. It looks back the two historical periods of planned economy and market economy of western rural public civilization service, and then analyzes and presents the problems and limiting factors in the establishment of western rural public cultural service.Thirdly, it explores the value and policy orientation of the establishment of western rural public cultural service addresses the meaning of the establishment of western rural public cultural service and provides the instruction and principle.At last, based upon the above study, it explores the choice of route of developing western rural public cultural service. They are to change the ideas of government service and innovate the system and mechanism of western countryside public cultural service, to tamp the cultural infrastructure and perfect the network information of western countryside public cultural service, to increase the capital investment and establish performance assessment system of western countryside public cultural service, to integrate the resource of folk cultures and improve the deliverability of western countryside public cultural service.
