After the"September 18th Incident", the Nanjing national government was pressed harder and harder by Japan, and therefore formulated a series of combat readiness and mobilization policies , the important one of which was rail policy. This paper systematically combs the process of generation and development of rail policy, sums up the characteristics of the policy, analyzes the factors which affect this policy and the impact that the policy makes. So we can have a wholly understanding of rail combat readiness policy made by Nanjing national government. Meanwhile, this paper attempts to make objective comment on this policy.This paper is divided into three chapters: the first chapter introduces the background of the rail readiness policy's birth. The beginning of this chapter points out that since the birth of modern railway it has a close relationship with war. The causes of Nanjing national government formulating rail combat readiness policy are that Japan made railway colonial plans and China railway was unable to meet the need of combat readiness. Chapter Two is the main body of this paper, which introduces the main content of Nanjing national government's rail combat readiness policy. In this part, the author analyzes the sources of railroading capital for combat readiness: foreign capital and domestic capital, and particularly discusses the important role that domestic capital played in the rail construction. This is what the Nanjing national government most differed from previous governments in railroading. Then, the author discusses in detail the construction and management of railway for combat readiness, and studies the railway workers'readiness to mobilize in the New Life Movement. The third chapter is the comment on rail combat readiness policy made by Nanjing national government. In this chapter, the author makes objective comment on the rail policy: not only affirms the active pole this policy plays, but also analyzes the limitation of this policy. The rail combat readiness policy formulated by Nanjing national government has obvious advancement. However, affected by domestic and international environment, particular the"To resist foreign aggression must first get rid of the enemy within"policy, the speed of railway construction for combat readiness is very slow, and this is a big regret for the following Anti-Japanese War.
