During the period of the Anti-Japanese war, the battlefield dominated byKuomintang made great contributions to the success of the war. The Kuomintangarmy annihilated many enemies and delayed the process of invaders. But for somereasons, the Kuomintang troops were defeated in most of the battles, and the numberof disabled soldiers became larger and larger. As is known to all, sources of soldiersare very important to the triumph of the war. Besides, the government’s comfort andcompensate to the disabled veterans will surely influence the enthusiasm of civiliansto join the military. Furthermore, it will surely affect the conscription of troops. As theproceeding of the Anti-Japanese war, the National Government came to realize theimportance of compensating the disabled soldiers and strengthened the compensationsto the disabled veterans gradually.This paper consists of three parts mainly. The first part sketches out the policiesof the National Government to comfort and compensate the disabled veterans duringthe period of the Anti-Japanese War on the whole. It includes the establishment ofinstitutions and the policy formulation. The second part mainly gives a clearexplanation of each rule and regulation, it consists of five aspects: the degree ofdisability and injury pension, promoting the disabled soldiers to work, setting upspecialized agencies, comforting the disable veterans in mental, giving preferentialtreatment to the family members of the disabled men. The third part try to estimate theeffects of the measures, includes both the positive role and the disadvantages.Through the analysis of the measures, we find that the comfort policies of theNational Government played a positive role in some ways, but because of the poorconditions of the Anti-Japanese War, the life of the disabled veterans were still tough.
