Research On Mining Laws Of National Government During The Anti Japanese War

The period of Anti-Japanese War was a very special period in our history,it showed great external uncertainty and internal instability, in this context, the national government stepped,amend the Mining Acts and a large number of mining-related supplementary laws, and formed the legal system of mining ultimately during the war,whose purpose is to meet the needs of wartime fully and protect the orderly development of the mining industry. As an important part of the Mining Act of the national government, this Mining Acts occupied an irreplaceable historical status.The National Government Mining Acts is based on the existed mining laws, the National Government not only amended the old law, but also increased many mining-related laws, The special historical background formed special system of mining method, so the mining legislation of national government during the Anti-Japanese War had a certain particularity on the evolution process. Whether it’s mining right legal system, the state-owned private mining management standard, or mining development rules, the mining laws of national government during this period cannot completely lacerated and confused with the national government laws and regulations in content, While it is clear that the latter is reasonable to the former, the latter is focused on the amendment and supplementation of the former.In addition, this article also conducted a comprehensive and objective evaluation to the national government mining laws of Anti-Japanese War, including its enlightenment function to our current mining legislation and this paper wound discussed in detail.
