Study On The Cultural Development Planning

Since the 90s of last century, "Cultural Planning" is an attempt on the city and the community's cultural resources, training and overall strategic use in the West. In 2006, China promulgated the National "Eleventh Five-Year" Plan period of Cultural Development. Then different cities and other departments in Shandong Province have promulgated various types of cultural planning text.As a historical cultural province which has such a rich cultural resources, Shandong province should be to develop cultural development plans consistent with its own characteristics. In China cultural development planning has just started, the current academic research on cultural building has done, but how the cultural planning is relatively new, research on cultural problems of development programming in Shandong Province is almost a blank space. Cultural Development Plans of Shandong Province do not have much prior experience to work, which need to achieve its own development model; the other hand, with strong policy support, the development of province's and the urban culture and culture industry is step by step, rule-based, but it is lack of matched related measures, and the specific cultural planning experience, leading to different forms of cultural planning and content of the text which is similar, and the measures are weak, not strong operational, the evaluation system is imperfect.Through Shandong province's cultural development plans during the Eleventh Five-Year, we found the characteristics, problems and deficiencies, and to explore ways to be able to develop a scientific and effective cultural development plan, which can optimize the layout, reasonable configuration and functioning, in a timely manner to meet the various needs of the public, and give a theoretical basis and scientific guidance for achieving the rapid speed of construction of culture in Shandong Province.
